HydroForecast API Versioning

• The API version is part of the URL, e.g.  https://api.hydroforecast.com/api/v2/timeseries/forecasts
• We won't remove fields or change types without prior notice, or incrementing the version
• We may add new fields without incrementing the version
• The order of fields is unspecified and may change
